The manual has been recently updated (January 2012). The most significant change has been the creation of Section 9 – Surface Infrastructure. The information contained in Section 9 was previously part of Section 8 – Transportation System. Updates to each of the Sections are included in the section descriptions.
This manual will be reviewed and updated annually. Any questions regarding this manual, including suggestions for clarification/revisions/additions, should be directed to Cal Sexsmith (Manager, Future Growth Engineering) at 975-2631.
Section 1 – Introduction
This Section introduces the scope of the New Neighbourhood Design and Development Standards Manual and covers topics including regulatory authority, Proponent’s responsibility, and liability. Changes for 2012: None
Section 2 – Land Development Process
This Section covers the issues around subdivision development, including submissions and approvals, concept plan, servicing agreement, and levies. Changes for 2012: SubSection 5.2 - Appeals - The change clarifies that proponents may appeal denials or conditions of approval. SubSection 8.1 - Offsite Construction or Reconstruction Charges - The change clarifies that additional traffic signals are for residential neighbourhoods.
Section 3 – Construction Practices
This Section covers construction-related issues such as regulatory requirements, Approval to Construct, and Construction Completion, maintenance, and Final Acceptance. Changes for 2012: None
Section 4 – Water Distribution System
This Section includes submissions and approvals, design flows, system components, and future developments relating to the water distribution system. Changes for 2012: Appendix A - Standard Drawings - Changes and additions to conform with Construction Specifications.
Section 5 – Sanitary Sewer Collection System
This Section includes submissions and approvals, design flows, system components, and future developments relating to the sanitary sewer collection system. Changes for 2012: SubSection 2 - Submissions and Approvals - Correction of spelling and grammar. Appendix A - Standard Drawings - Changes and additions to conform with Construction Specifications.
Section 6 – Storm Water Drainage System
This Section includes submissions and approvals, design flows, minor and major system components, property drainage, water quality, and future developments relating to the storm water drainage system. Changes for 2012: Appendix A - Standard Drawings - Changes and additions to conform with Construction Specifications.
Section 7 – Service Connections
This Section includes submissions and approvals, water and sanitary service connections, and storm sewer connections. Changes for 2012: None
Section 8 – Transportation System
This Section covers transportation and road-related elements including vertical design, pavement design, boulevards, bikeways, and sidewalks. Changes for 2012: SubSection 2 - Submissions and Approvals - Add Transportation-System Impact Study (TIS) Guidelines, City of Saskatoon. SubSection 2.1.1 - Transportation Plan - Add reference to TIS Guidelines. Remove reference to pavement design. SubSection 3.2 - Classification - Add Design speed for lanes to Table 3-1. SubSection 3.4.2 - Cross-Section - Add provision for passing stopped vehicles to minimum ramp widths. SubSection 3.7 - Locals - Change descriptions of local street categories. SubSection 3.7.3 - Right-of-Way Width - Change to minimum widths. SubSections 3.4.2, 3.5.2, 3.6.2, 3.7.2, 3.8.2 - Cross-Section for Various Roadway Classifications - Change minimum cross slope. Appendix A - Standard Drawings - Changes and additions to conform with Construction Specifications.
Section 9 - Surface Infrastructure
This Section includes pavement design standards and construction practices. This is a new Section replacing the sub-sections in Section 8 dealing with pavement design and construction practices. There have been numerous minor changes and clarifications.
