Residential Permit Fees

Demolition fees are calculated based on the value of construction for the proposed project. Fees are calculated as follows:

$5.75 per $1000 of construction value up to $100,000; plus
$4.50 per $1000 of construction value over $100,000. (minimum $75 fee)

Demolition permits are required for demolition of residential and commercial properties within the City of Saskatoon. This includes everything from residential garages to the largest of commercial buildings. However, the drawings and permit application requirements vary for different projects.

It is mandatory for applicants to complete the Declaration of Intent form, regarding the handling and disposal of demolition waste material. More information is available here.

In order to request a demolition permit, an applicant may:

  1. Complete the application form (PDF) including the authorization of owner.
  2. Complete the Declaration of Intent form (PDF).
  3. Include two sets of site plans showing all buildings on the site and indicating which building(s) on the site are to be demolished.
  4. Submit application and any appropriate supporting materials to the Building Standards Branch, 222-3rd Avenue North, Saskatoon, SK S7K 0J5.

Demolition Permit Process
Confirmation of Current Taxes
The applicant must take the demolition application form to the Treasurer’s Branch of the Finance Department and have them confirm that the property taxes are current.

Water and Sewer Disconnect
The applicant must take the demolition application form to the Water and Sewer Branch of the Infrastructure Services Department to arrange for the disconnection of all water and sewer lines. A refundable deposit may be required to ensure disconnection is completed prior to approval of the demolition permit.

Water and Electrical Meter Removal
The applicant must request the disconnection and removal of the water and electrical meters, by contacting Customer Service in the Office of the City Treasurer (975-2400 or 1-800-667-9944).  If the property is outside the City of Saskatoon electrical franchise area, the applicant must also contact SaskPower.

Return the Permit Record Sheet
The applicant must return the completed demolition application form, with approval of current taxes from the Treasurer’s Branch, and a complete Demolition Form from the Water and Sewer Branch.

City of Saskatoon Review
The City of Saskatoon will circulate the application for Demolition Permit to the Development Services Branch for zoning approval and the Building Standards Branch for final approval.

NOTE: Demolition of Heritage Properties cannot be approved with the prior consent of City Council.

Contractor or Owner Responsibilities Upon Application Approval

  1. Prior to actual demolition, the owner or contractor must make application to have all other services (gas, electrical, telephone) disconnected to the street and/or lanes.
  2. The use of abutting streets or lanes requires the approval of the Traffic and Planning Operations Branch of the Infrastructure Services Department.
  3. All concrete slabs, footings and foundations shall be removed to a minimum of 12 inches below final grade. Excavations shall be filled in if new construction does not proceed immediately. Approved fencing and walkways are required around the demolition site.
  4. The demolition work shall be executed in a diligent manner to ensure that damage does not occur to adjacent buildings or property. Upon completion, the site shall be left clean, neat and properly graded.
  5. Any damage to City streets, sidewalks, curbs or any other City property caused during the demolition shall be repaired by the owner or contractor or will be repaired by the City of Saskatoon; with the costs of such repair being payable by the owner or contractor.
