Address changes may need to be done for a variety of reasons. Usually, owner initiated requests are made due to orientation of a building on a corner lot or an inconsistency in the current address. However, the City of Saskatoon may also impose an address change due to an irregularity in the current addressing system, conflicting address, or a street name change. 

Who can request a change of address?
Property owners, developers and the City of Saskatoon may initiate a change of address.

Filing a Property Owner Application for a Civic Address Change
In order to file an application for a Civic Address Change, a property owner may:

  1. Complete the application form (PDF). (NOTE: There must be a separate application for each individual property).
  2. Include a cheque or money order for the $20.00 application fee payable to the City of Saskatoon.
  3. Submit application, registration fee and any appropriate supporting materials to the Building Standards Branch, 222-3rd Avenue North, Saskatoon, SK S7K 0J5.

Application Process

Building Standards Branch Review
Once an application form and payment is received, Building Standards Branch staff will:

  • Send letters to all Civic Departments and Utility Companies advising them of the change and the effective date;
  • In the letter to the owner, advise them of the bylaw requirements for numbering of buildings and note that all correspondence and records must be adjusted.

Request For Change Of Address Initiated By The City

In the case of the City initiating a change of address, the following steps will be followed.

  1. The Building Standards Branch would send a registered letter to the owner of the property advising that an address change is necessary and co-ordinate with the owner the details of the change. ( i.e: effective date, owners and City's responsibilities, etc). In this letter, the City would also advise of bylaw requirements and reasons the change is necessary.
  2. The Building Standards Branch would also send letters to all Civic Departments and Utility Companies advising them of the change and the effective date.

NOTE: Where the City is imposing an address change, the City is responsible to pay the property owner for new numbers to a maximum of $25.00. The fee associated with an address change is not applicable in this case.

Addressing In New Subdivisions

Usually requested by the contractor or developer, utility company, or the Post Office , prior to registration of the subdivision plan. Once hard copy has been received from the Development Services Branch, preliminary addressing by block is done. The Building Standards Branch assigns preliminary addresses based on the following criteria:

  1. Ensure that confusion is not created at intersecting streets.
  2. Ensure that the proposed addressing system will be acceptable to the Infrastructure Services Department (for street signage).
  3. Ensure sufficient numbering will be available in the event of possible changes to the original subdivision plans.
  4. If existing streets or avenues are continuous into the new subdivision, the addressing must be extended based on the established system, incorporating the odd and even designations.
  5. Addresses are tentative until such time that the plan is registered and the lots can be confirmed.
NOTE: The fee associated with an address change is not applicable in this case.
